There are many kinds of Jira integration in Codefresh. The documentation you linked is about the marketplace.
You should be able to use JIRA on your own with the step Codefresh | jira-issue-manager step
In any case, please open a support ticket with your request as I am not sure about the plan requirements for what you asking.
